Le succès paradoxal d’un dispositif partenarial de concertation sur les risques et pollutions industriels. Le moment fondateur du SPIRAL (1990-1993)

Abstract : This study deals with a collaborative mechanism, the spppi, which aims to improve the dialog on pollutions and risks in industrial areas. This mechanism was implemented in 1990 in Lyon’s area thanks to the national government action. It gathers local participants, local repre-sen-tatives, associations, enterprises and State services, in order to resolve potential conflicts or to build collective projects about risks and pollutions assessment. In the beginning of 1990’s, this new mechanism questions the current regulations that are based on technical and undisclosed rules implemented by the State administration and manufacturers. However, this technocratic model, even if questioned by new players in the game, stays remarkably strong. The chemical industry representatives, reluctant in the first place to a project considered as too critical, accept its creation while controlling in the same time its future actions. This study, by considering the action of the enterprises as an interest group, explains the longevity of the mechanism which will reinforce a pro-industry risk approach in the end.
