Le coût de la résistance. Les ressources territoriales face aux stratégies d'activation de la protection sociale

Abstract : The article analyses three social reforms by studying in each case the relations between the territorial level and the community level. In France, Spain and the Netherlands, “active” reforms seem to have a tendency to strengthen the link between the welfare state and the labour market by reinforcing advice and guidance for people on benefit to find employment in the 2000s. But how was such a rapid change, compliant with the European recommendations, made possible ? How is it that the planned reforms did not run into more opposition, circumvention or resistance at local level ? The article delves into the context of the reform to show that the authorities in charge of implementation were goaded to comply with the activation strategies to such a degree that change was a less and less sustainable option from a financial point of view.
